About BMDA
Constitution of BMDA (Barind Multipurpose Development Authority)
The Barind area of relatively high and dry land between the two mighty rivers, Jamuna and Padma, is spread over the district’s of greater Rajshahi, Bogra, Rangpur and Dinajpur. After liberation, development programme was taken for whole of the country except Barind Tract. Extension of irrigation facility is the prior condition for agricultural development. The deep tube well installation project was implemented all over Bangladesh except Barind tract by BADC with the consultation of foreign sepecialist. In 1985 Bangladesh Government decided to implement a project named “ Barind Integrated Area Development Project(BIADP)’’ by BADC for agricultural development of the area. The project cost was 394.97 crore taka and duration was from 1985 to 1990. The project area comprises only the 15 Upazillas of three administrative districts of Rajshahi, Nawabgonj and Naogaon. The first phase of the Project was completed in 1990 and the financial progress was 104.11 crore take which was only 26.36% of the allocated fund. Since then the new implementing agency, Barind Multipurpose Development Authority (BMDA), was constituted by the GoB (Ministry of Agriculture) Procalpa 21 (4)/90/15 dated 15th January, 1992 to look after the 2nd phase of BIADP.
Scope of BMDA
The development priorities of the Barind Area, particularly concerning the development of agriculture include :-

- Augmentation of surface water resources and its use.
- Increasing Irrigation facilities by using underground water through Deep Tube wells.
- Formulate and implement command area development project for creating water supply system for irrigation and developing control of irrigation equipment.
- Ensure electrification of irrigation equipment and agro-based industries in the area.
- Re-excavation of ponds for psciculture development.
- Afforestation to achieve environmental & ecological balance.
- Improving road communication by construction / reconstruction of feeder roads.
- Crop diversification by using deep tube wells, shallow tube wells & other pumps.
Manpower and Operation Cost:
There is no core manpower of BMDA. The manpower recruited in the BIDAP is treated as the manpower of BMDA. The manpower of any project is not vet transferred to revenue budget of the government. The number of manpower in the projects of BMDA is 711. The annual operating cost of the manpower is Tk. 1000.00 lakh. The organogram and salary scale are shown in the (Annex-II and III)
